Need help with first build

Hi Guys

This is my first post and I am also new to longer range shooting. I am looking to build my first custom bolt gun. The things that I want in the gun it has to be left handed, I would like it to be in 300 wm also threaded for a suppressor and finally would like to put the rifle in the xlr carbon chassis. The idea for the gun is twofold would like to make it as light as possible for some hunting applications and would like it to be fairly easy to use at 1000 yards.

So this is where I need guidance should I start with a Remington sps left hand which can be had for about $650 or would I be better off starting with a Stiller Tac 300 at $950 since I am not going to use the barrel or stock is the Stiller a better option. Also with that how much benefit do you see from a custom action?

Next thing I have no idea what I should do for a barrel. Since I plan on shooting it suppressed most of the time I am thinking about a 24” barrel to balance velocity with length but am not set on that at all. So I really need advice on barrel length, profile and what will make a good balance. I would like suggestions on companies also do most companies but the barrel on your action for you.

Hopefully this isn’t to long winded just want to get all the stuff that I want in one post to get suggestions of the build. The budget I am thinking is $2500 rifle only. Last question is that a do able budget.
