need help with neck turning and s bushing dies

Hi guys reloading for 308 winchester here. I have s bushing full length dies. Right now I am just using it to expand the neck and full lenght sizing. I ordered bushings and they are on the way (.335 and .337).
Now my brass fits snugly on the neck turning mander, my once fired brass of the same brand is really loose on the mandrel. Now I have special measuring tool from rcbs to measure neck wall thickness on the way. When exactly do I measure the case neck thickness? Do I put the bushings in and squeeze the neck down a bit so it fits on the mandrel?
 
You CAN NOT use a bushing die to prep brass for neck turning. You need to get a die to resize THE ENTIRE NECK. Take the expander out of your die.

Now that you have sized the entire neck and not expanded it, get an expander die from the SAME MANUFACTURE that makes your neck turner. The expander and turning mandrel need to be properly sized to work with each other.

If you neck size...... you're not resizing entire neck so, the brass will remain expanded near the shoulder and when you turn the brass you'll remove way too much material at the neck / shoulder junction. You'll end up loosing necks...

I will size my brass, expand the necks and then turn. After one firing, I will go through the same exercise one more time. On the second pass on the neck turner, you'll see the cutter removes only a very small amount of material. After the two turnings, wear the brass out. If you're using custom dies or you have a tight neck chamber, you'll wear the primer pocket out way before you have any neck problems.

Make sure you cut in to the shoulder ~1/32" to keep donuts from forming.
