I need a semi-auto rimfire. That I can attach an IR laser too. This will be used for night time coyote hunting. The more powerful and larger magazine size the better.
 
Cookie-cutter solution: 10/22.
Plenty of stocks around with picatinny rails to attach whatever you like.
 
What distance? What sights or optic? (i get the laser, but with the drop of a 22lr, Im skeptical of success.) Ill guess you need a threaded or threadable barrel. Is weight a big concern?
My coyotes come in at about 50-100yrds (70avg) with the varying distances they provide I, personally, would perfer a 22 magnum.

CZ makes a semi 22 mag. Not sure how easy it would be to attach IR though... You could look into a red lense kill light and mount it over your scope. Good luck and I hope you find something that works for ya.
