Well are you trying to establish a real test or are you trying to just wrap your head around the general baseline? If you want the best answer it's going to be ballistic gelatin. It's just gelatin, nothing special other than the mixture. Pretty easy to make.
Depends on how hard you are pushing it. It's been a long time (decades) since I did pen testing with 10mm, but I think you'd be OK with that amount of paper unless you are going to load to original Norma specs. If memory serves was about 1200 fps. If you can punch close to that you will probably be able kill whatever you are hunting.

I'm curious if you could uae wonder board ? It's concrete and fiber and I would think that a .44 would punch thru four or five thick . Might be enough to compare .
A blow up doll works. For testing bullets tho a slab of ballistic gel does the trick. Some scrap wood planks tied or glued together, cinderblocks, stacks of paper plates or a series of old milk jugs filled with water.
Any type of paper media works great. I can't read books due to my horrible reading comprehension and books works great! Pretty crazy how much a 12 gauge slug penetrates. Shoot safe kids....
Man needs to be very efficient in all things so as not to waste resources,...with this in mind most all A/O's have known dirt bags/shit heads,... be they in suits interacting an walking around or slinking around in the darkness. Unless testing real world,... no lab test is truly valid.

Montana Bullet Works makes amazing hard cast bullets you can push very fast.
For my semi-auto bear pistol (g21 to 460 Rowland) I am using a copper solid Lehigh Penetrator at 1500 fps
30” of penetration on average.
I think Underwood makes a good 10mm load if you dont want to handload. It will be under max safely achievable (so is their 460 Rowland) by about 75-100 fps.

This guy has done a bunch of testing on various cartridges and ammo manufacturers - seems pretty objective to me, but take it for what it's worth.
Us older guys remember when we used hard cast wad cutters.
They were and still are a great choice for pulverizing bones or anything else in their way.

I am a huge fan of wadcutters and semiwadcutters.
In this particular platform I am running, I was concerned about feeding with all the changes to the pistol. When shooting .45 ACP loads through it with normal recoil spring, it does run like a champ. Could switch, but have these running and a load dialed.
Have a .460 kit for a 1911 and use HC in it. More of a hunting (want to hunt deer with it) than a predator defense pistol.
In a revolver I would run HC for sure. And do....?
