New barrel and freebore question

I got my first custom barrel, a 6.5 PRC. I started to do a workup on it using hornady OAC tool and a 147. I was getting inconsistent measurements from 2.1700 to 2.1800. So I made dummy round to find the lands by feel on a stripped bolt but I can basically feel resistance no matter what depth. There is definately a hard stop point but leading up to it has enough resistance to prevent the bolt from dropping freely. I marked the bullet with sharpie and the marks from the lands come almost all the way down to the case mouth.

In the bore pics you can see the land cuts reach the chamber (red) and you can see copper from the bullet rubbing off in the area where the freebore should be (yellow).

Is this normal? This doesnt look right to me but I'm no expert so what say you?

Are you sure it’s the bullet and not the case causing the resistance?
 
That last pick does look like the reamer was maybe worn or off centre. Do all the lands look the same as that one?

No, If you look at the full bore pic closely you can see they are heavier on one side. I agree that it looks off center.
