New build-1st precision rifle questions

I am currently deployed to Iraq and have been researching my new build and would like some input. My goal is to have everything waiting for me minus the action and barrel when I get home. I plan to buy a rifle and replace most everything. My budget is around $3500. My plan is to buy a Rem 700 in .308 either a varmit or tactical model. I plan to start ordering parts ASAP. As of now my rifle looks like this on paper.
-Rem 700(LA or SA?)
-Surgeon Bottom Metal
-Mcmillan A5 stock
-Badger/ DD Ross Rail and Bolt Knob
-Leupold Mk4 scope
-Harris Bipod
Any input would be great. Thanks!

Have you considered using a custom action?It will not have to be trued.Just a better foundation and has a higher resale value later if by some chance you have to sell it.

Might as well go all the way.For the price of a new R700 you can buy one.

That Big horn action down at the bottom of the page is a good example.

I have considered that option but the combo of the action and custom barrel puts it at just a lil more than I can afford. I have not looked into big horn as of yet but will do. It is still my preferred option if I can keep it in my price range. Thanks Steve123 for he input

Be smart and keep a eye on the rifles for sale section. Great rifles are going for a lot less than before. 1st choice Surgeon action. Stay away from Spec builds and you should get one heck of a deal come Jan,Feb. Times are tough, so keep your eye out for a deal. Gunbroker has a TBA M40A1 (copy) with Leupold Mk4 complete 3900. Offer him 3000 to get started. Good luck
