I have an Impact Precision 6.5 Creedmoor that I need to work up loads for. I bought 200 Lapua cases and Berger 140 hybrids to start off with. What's the protocol for new brass? Size it? Chamfer it? Or just load and go? On that same line, where would you start with loads with H4350? I'm inclined to start at 39gr and work up and bypass the lower loads. Thoughts?

New Lapua brass ( SR)
42.1 H4350
br4 primers
140 Hyb @ .120 off
2725 ft/s out of 22" Krieger
StD 4.2
Last time shot @ 800 Y produced average 2.5" groups . One of the groups of 4 shots measured exactly 1".
Not bad for a virgin brass !I did weigh and measure brass combining in to groups and used turning mandrel to uniform necks and finally chamfer.
All 6.5 CM loads I start at 39.6 gr H4350.

With the 200 I started with I sorted them by base to shoulder dimension first.
The majority or roughly 90% were in one pile with a small number that were .0005" under and slightly more that were .0005-.001" over the average.
I then set up my Redding FL bushing die to just bump the ones that were slightly over to match the average.
Checked all cases after that for consistent length and adjusted accordingly.
Ran in batches of 25 through a tin epander mandrel and neck turned for a 85-90% clean up that just slightly blended into the neck shoulder junction with a 21st century neck turner.

I'm a little new a reloading (not to state the obvious) but seems like .120 off is a lot. I think I just loaded 140 gr "elite hunter hybrids" for my Savage 110 at .020 off and it shoots great there.

Forgot to include my barrel which is 1-8 twist Bartlein 26" M24 Contour

I agree .., I had two choices .040 ,which shot around 1" groups @ 200 y and .120 off did even better . .015, .030, .060, .090 did not work in my barrel . Did not try jamming since I also use this rifle for hunting .
