New rifle help!

Hi, I haven't been on here in forever, so long I could not figure out my old log in info.
Anyways I think I want to build a new semi auto precision rifle in .223. I am on a budget, I already have a lower and a cmmg 2 stage trigger I plan to start out with. I am also thinking of going with an A2 stock for now.
If you have any other stock ideas, any advice if appreciated.
Now the hard part for me. I cant decide on a upper half.
I was thinking about the 20" varmint form rock river, but is the 20" going to do any better than the 18", also I have giving up the idea of a threaded barrel because I would like to have a flash hider, although its not a big deal..
Any other upper ideas that wont break the bank will be considered as will suggested vendors.
Sorry for all the questions but reading on here leaves me confused with to much info, so if anyone has any automotive questions feel free to ask and I Will do my best..

What is your budget? If we know what you are capable of spending, we can help you better.

In terms of barrel length, there is not much difference between 18" and 20" barrels. The Mk12 (Mod0 & Mod1) has an 18" barrel and can make accurate sub-MOA hits past 900m. You can't go wrong either way you go, but if you want to have a slightly shorter rifle with a slight bit less weight, you give up nothing major by going to an 18" barrel.
