Never gone PDog hunting before, however here at the Campbell range theres a 692m Steel E-Type target (40x19.5ish) For clear shots on the head, about the same size of your PDog, I'd recommend at least 15x.
get the best optics you can afford but as you have small targets you would want at least 22 power on the top end. the factors involved wil limit long shots past 400 yards unless the mirrage is not showing to badly and the wether is cool. If you have good conditions you will need as much magnification as possible as yout target is only around 1/2moa at 700 yards. it is possible to hit them out that far but you will need a good accurate rifle and even better optics.
If you have a factory rifle and dont have much to spend on optics 400 yards might be more like it also you will need a laser range finder and balistics program aswell as cosign indicator and level to make every shot a chance 700 yards on small varmints is hard work.

There are some factors to consider.
Field of view and recoil are concerns for follow up shots. If you can't see where you hit on the first shot the chance of connecting on the 2cnd is diminished. Obviously the recoil on a 17lb 223 with a brake is much less than a 7lb 25-06. So the 25-06 might need to be dialed down to 10x whereas 223 might work at 24x. I'm just speculating on mag to give an example.
I'd rather have more mag on the top end. Like a 6-24 or 5-25 and a thin reticle for PD's. I think I'd rather use a SFP scope if specific to PD shooting.
