newbie dumb reloading question - fired cases still case gauge

so far all the .223 (ar-15) and handgun (9, 40, 38 super) brass i've reloaded has had to be resized, as they wouldn't fit in the case gauges nor the chambers.

but my bil and i both started shooting 6.5 prc out of different bolt guns, and when i put the fired cases in the case gauge, they all fit.

one, is that a bolt gun thing, perhaps tight chambers to begin with? and two should i still run them thru the sizing/neck dies?
 
The chamber may be tight. Brass also will have some amount of spring back. Do you have a headspace comparator? FL size them to bump the shoulder back .002 and call it good.
