It's like asking states to take the money that is collected for road use tax and dedicate it to road use instead of the general fund to reward union voting blocks choice contracts for anything but roads.
Yes, ideally it would make sense to hire more people to do the job the NFA branch is being paid to do, but this isn't a free-market enterprise interested in more business. Wrong model.
Suppressors should be cash and carry. Alcohol, Tobacco and Firearms should be a convenience store, not a federal agency.
Since 1997 I have had transfers take as little as 37 days (around 1996) and as much as a year (Clinton years, around '98-99), 3-6 months has been average though for class III/Form 4 transfers, this last one is going on 3 months on a trust. Could be any day now.
