I tried to took some thru PVS-14, but Canon Powershot S3 just wouldnt focus.

It's a factory POF Piston gun, with it's standard hand guard. Hope this helps.

The civilian PVS-22 (BNS) with a top of the line ITT Pinnacle tube is around $7600-7800K.

Both PVS-22's. The BNS is virtually the same as the UNS, except the BNS uses a Commercial ITT Pinnacle tube while the UNS utilizes a Mil-Spec tube. Hope this helps.
