Rifle Scopes Nightforce export restrictions?

Have an offer from a user in Russia to purchase my scope (I would only be shipping to NY). I thought Nightforce scopes were restricted from exports by the State Department. Is that correct?

Why would anyone in Russia want your NF?
After all, isn't Russia where Barska's come from?
