No american flags allowed

I don't think that they are saying anything about the flags on his building. If you watch the video. About the 1:05 mark you can see flags between the street and the sidewalk. If the city deemed that dangerous to traffic he should start a campaign to change the ordinance.

I watched carefully and the only flags I saw were on his building. They didnt seem to be impeding much of anything, but I tend to agree, if the city can show reason, and comparable application of that law elsewhere, should move them just enough to comply.

Apparently the issue is that the flags weren't on his business' property but in the public right-of-way and could've been a danger to traffic, and that they weren't displayed on permanent poles because he put out extra ones on the 4th of July. Which apparently is in violation of city ordinances. It's not about the two he has attached to his building, since those are OK along with the ones on the building next door.

But since the democrat-run village seems to be doubling down by saying things like "the flags were there to taunt the village" and that it's "disgraceful to fly the flag to promote his business", I suspect an ulterior motive of one kind or another. The manager apparently did put out a sign during COVID as a retaliation against sign bans, but the village seems to have their balls in a twist over this guy.

I dunno, it's a democrat-ruled village in Illinois and the village "president" is probably a cookie-cutter copy of the rest of them. Sounds like a miserable state to live in.
