I think it's illegal to manufacture ammunition and sell it without a license.
There was a place in Colorado that reloaded ammo that you asked for. It's been years since I saw them on the gun show circuit though and I can't remember their name.
Maybe google "remanufactured ammunition" and see what comes up.
