Norma 284win Brass Questions

    Just got some 2x fired Norma brass annealed. Issues are, when I bump the shoulder back .002" like normal, bolt is stiff on closing. Sharpied up a case, it is dragging close to the web/ head of the case, nowhere else. Ended up basically full length sizing thru Redding S bushing FL die, and it's better but not like last firing. Brass measures a consistent 2.168" OAL, I have never trimmed it. Started at 2.162" prior to 1st firing. What to do? Small base die? Rifle is SAC chambered 284 Win Match Bartlein Tikka T3.
    Next issue, neck tension: I can't get a bullet to slide into the mouth of a fired case. Is this normal, or do I need to dive into neck turning? All brass is ran through a 7mm mandrel die to get consistent .002" neck tension prior to seating. Bullets are 180 Berger Hybrids seated 3.250", so they are above a doughnut if present. Shot 10rds of this ammo today and gained 44fps, all things the same as before, maybe 5 degrees hotter than last time, 3x loaded instead of 2x loaded brass the only difference. Rifle has 350rds thru it. Any help or tips would be appreciated, thanks!
     
    How new is the Bartlein barrel to you? Where I am going with this is do you have this issue with other brass? Never heard of fired brass that still had such a small ID that you could not slide a bullet into.
     
    Barrel has 350rds thru it, got it late last fall. Norma brass is all I've used so far. I'll see if I can get case mouth thickness measurements tonight.
     
    Well, I may have figured something out. Loaded cases are .3165" OD using a .2840" Hybrid= .1745" case mouth thickness. Looks like folks on AccShooter forum recommend around .004" chamber clearance for necks, so I'm way too tight. What do you all recommend for a neck turning setup?
    As to my other problem, guess I'll just order a small base die and see if that helps. At this spending rate I may as well just buy new brass every 3rd firing and be done with it..
