Night Vision NV/Thermal in MO

I'm in Missouri and we are not allowed to hunt with NV/Thermal. I have a professional background in politics and am going to work on having this changed in the next year or so. Does anyone have some industry contacts that could be helpful to me? Has anyone been a part of an effort to do this specifically? I've run multi-million dollar campaigns and I have the lawmaker contacts but don't know anyone in that part of the industry. Thanks.
