Gunsmithing Opening the barrel channel on Stevens 200

Ok. I have a savage stevens200 3rd generation.
I have ordered a lothar walthar 28" heavy barrel (21mm at mouth)
I am going to keep the crappy factory composit stock until I can afford a better one.
Withouth machining tools , what is the best way to open up the barrel channel ? What hand tools would I use ?

Coarse sandpaper wrapped around a socket or dowel of the correct diameter has worked for me on wood stocks--obviously refine the grain as you go. Not perfect, but works in a pinch, particularly useful with a cheap stock.
