Want to set it up for small game and plinking/practice. Would like to spend less than $400 so maybe Vortex or Primary Arms? 3-9? 2-7? Might be able to find a used Leup old.

Bushnell Match Pro for $449 is the best bang for an optic. Otherwise try a Vortex Diamondback Tactical and find one for like $250-300.
You might wanna check out the Athlon Argos if you want a ffp scope or a Athlon Midas BTR if you want a 2nd or rear focal plane. I picked up a midas from the px for $350. The Athlon scopes track damn good and the glass is pretty good too.
