It's not that the reticle stays still, but that is remains in the same spot in relation to the point of aim on the target. The reticle can move around so long the target moves along with it.

Move your head side to side. Try intentionally setting the parallax incorrectly and see if it worse than when the sight picture is clear. There should be a distinct difference. If not then you may have a problem with your scope.

Adjusting your diopter can help with that.

Yeah, it is a little dependent on how flexible your eye is. I guess I'm lucky that way.
