paypal fee??

I see all these post in the f/s section saying paypal plus 4%...but paypal fee's are 2.9%. WTF? Am I missing something here?

i just offer to pay the fee so i dont have to do 4% worth of math. but i notice people padding it. i dont get charged a fee anymore for stuff for some reason unless i choose gift which used to eliminate the fee. now i just use purchase instead of gift
