Phoenix Precision bipod

I was looking at the Phoenix Precision bipod and was wondering if the cant tension adjustment lever just locks the cant or if it allows for sufficient tension that it will hold the rifle while adjusting it level.
I called Phoenix Precision but the phone rang and rang, so I figured I'd ask here.
