I looked all over and can't come up with a standardized location for pinning a 700 rail. Is it just halfway between the front two and rear two screw holes? .125" dowel pins? Through hole on the rail and blind holes on the action?

Pretty much yes. The other alternative is to buy a rail that is lugged off the rear portion of the front ring/forward edge of the ejection port.
