My sister in law lives in Southern California. She needs a firearm. When she visits for Christmas, can I send her home with a pistol as if she were traveling (flying commercial) to a free state? Can she keep a pistol in her car in the San Diego area? If a pistol is a no-go, what about a shotgun?

Pretty much all interstate transfers require it go through a FFL in the receivers state. Doesn’t matter free state or not. In CA, that means a pistol would have to be approved on the roster, which is very specific. There are options for inter familial transfers, but that is only for parent/grandparent to child, not for siblings. Same transfer rules apply to long guns, except no roster.

Honestly, the best bet is for her to purchase one for herself in CA.

Also, transportation of firearms inside the state is heavily regulated. She can not just load it and toss it in the glove box. By law it must be unloaded and in a locked container that is either in the trunk or, in the case of a truck, as far away from the driver as possible. The ammo must be stored in a separate container. The most F'ed up part is that the magazine is considered a part of the gun. So, no loaded magazines either.

I don't know what the CCW situation is like in San Diego. It is typically non existent in major metro areas because CA is a "May Issue" state. But if she can get one, that would be the best way to go.

They need to be “featureless” as far as I understand. I think the registration period for assault weapons ended, so any new CA residents would be unable to have anything but featureless. I work in CA during the summers and don’t mess with bringing an AR, just a pistol with 10 rd mags.
