Planning a first build... just a build for the sake of building, based on fundamentals

I'm not a gadget guy, no dial-a-shot. My grandfather and father were both in the Marine Corps, my father qualified expert in 1970. They taught me the fundamentals of rifle shooting. I've seen and carefully considered the accuracy of military surplus rifles like M1903A4, etc. in the context of modern all-the-bells-and-whistles type guns.

So, that said, I'm interested in not the latest and greatest, but a build from scratch for the sake of building it. Reliable, and with correct fundamentals: accurate on a budget. I'd like a .30-06 Springfield chambering, but .308 Winchester would work as well (this may be used as a deer and hog gun in the future). I put myself through college as a marine technician and work with multimillion dollar instruments for a living (stable isotope geochemist). So, I'm relatively mechanically inclined and good with tools. I have built/fit 1911 platform, but never a rifle. I'm coming into this with an open mind.

I'm completely open to suggestions and recommendations on actions, triggers, recoil lugs, barrels, stock, etc.
