Point Blank Range Calculator

So I plugged my numbers into the point blank range calculator. Here's what I got.

Near Zero- 28 yards
Far Zero- 200 Yards
Sight in at 100 yards- 1.93" high.

So heres my question. If I do not have access to a 100 yard range. Can I zero POA/POI at 28 yards and get the same results?
 
Short answer is yes you can, but, make sure you only shoot dots that are of the same size as the bullets, an hopefully your scope power will dial that low w/o other issues. One bullet per dot until dialed in. If you know your mechanical off set an ballistic track you can dial anything in at a very short range, but you math an experience best be spot on.
