Problem Reloading 300 win

I have a 300 wm that I am having a problem getting reloaded bullets to load. The barrel is a .336 N Kelbly. Factory cartridges load just fine. New neck sized rem brass loads, but when I add a bullet to the equation, the round will not chamber. I checked my OAL and it is fine.
Could the brass at the neck just be too thick?

Are you sure you don't have your seating die too close to the shell holder and you are crimping the neck when you are seating the bullet, causing the neck to bulge?
Your seating die should be backed off of the shell holder about the thickness of two pennies.

Yes and I took a once fired brass neck sized it seated the bullet and it loaded just fine. I am only having this problem with the bag of new Remington brass.

I can take emery cloth to the neck of a loaded cartridge and it will then load

Time to take measurements with a precision mic. Maybe the necks are too thick.

Necks are too thick. You may have to neck turn, or switch brass.
