Where is the statue for that? The baffle is just a part, non-serial number; the tube is the registered part?

Extra baffles could also be seen as "intent to assemble an unauthorized item". They could say that you were going to use them to make an unregistered item and that would be very bad for you.

As 762 has informed you, no extra baffles can be had. You are not a manufacturer.

Also , if you do get a bad round and jack up your baffle you CAN NOT make a new one!!
Even if you made your own can on a taxed form-1 you can replace any parts even if you destroyed the old ones

That's not true. Read the link, a manufacturer can replace damaged baffles. If you did a form1 can then you can replace them but have to follow their protocol for doing so. I believe they want you to mark the new baffles with your tubes serial number. It also could require some paperwork but I would want that in writing from the ATF/NFA before I embarked on making a new baffle.
