Put 10 on a 27' boat add storm and stir.

Main problem was not handling the boat properly in a storm, and no life jackets once they knew they were in trouble. You need some power and speed on so the waves do not control the boat. Also the boat was made for speed, not rough water.
 
10 on a 27 is like half the capacity more than likely.

My 24 is rated for 16.

Issue is lifejackets and not having our using them

Depends on the boat and conditions. Any 24 rated for 16 people is probably a pontoon boat or work barge and not anything that would handle any seas either. My 32 has a weight capacity of 4000#. Subtract the 1600# motors, fuel and gear it doesn't leave near as much capacity as you think. Mine is rated for 8 people or poundage amount (1400# I think) and this is an offshore boat with twin 350's fished often 50-70 miles out. Yes it will handle more but not in the seas it was designed to handle. Much bigger and more seaworthy than a 27' Chris Craft that had 10 people on it. The boat in question likely has a true capacity in seas of any kind well under 10 adults. Couple that with poor choices and you get in trouble fast. Water and mother nature are a bitch.
