qualifying to purchase on post exchange

What does it take to qualify to purchase things on post exchange? Im sure it has been asked before but im just curious. I was able to create a post the other day but now im not

You need to have 100 posts. If you get caught making meaningless comments in a hurry to get there, you're out and you don't come back.
