Vortex Viper 6.5x20x44mm & 50mm
Leupold 4.5x14x40mm MK4 PR
Those are all in your price range, with tactical turrets and a mildot reticle. We could argue till doomsday which of them has the "best quality glass" in that price target, but all will do the job you have in mind.
Discernible optical quality improvements over the above bunch, starts at about the $1500. price range and goes up from there.
