I'm getting ready to inlet my Manners T2a stock for a Badger EFR in anticipation of mounting a Theon Clip-on thermal later this year and my action has an integral 20moa rail. Should I install the front rail parallel to the barrel or should I cant it 20moa to match the scope rail?

Contrary to rumors early on, the forward mounting rail doesn't have to exactly match the day optic mounting angle with almost all of the clip-on main players (PVS 22,26,27 and 30). Assuming the Theon has similar acceptable factory parameters, you should be fine with or without installing with any MOA bias.
Theon should have their acceptable angular and 2D offset windows published in the owners documentation.
