Will this stuff stick to painters tape ?

Ok then if I tape the front , bottom , and sides of the recoil lug how do I keep it from sticking to the tape ?

Just coat it with the same release agent you're using on metal

So Johnson’s paste wax will work on painters tape? Or should I use electrical tape ?

Should work on both tapes. Use enough paste to properly cover all surface with a thin film
