Question about MK12 style ARMS rail

Would it be possible to run a full length rail like the Mod 0 has on a regular upper and handguard? Does anyone make one? I want to be able to put scopes in normal rings on an AR and have a bit of added height.

There's a few different ones available but you should find something that works.

Looks like those are specifically for the PRI round hand guard

Did you look at all of their rails?

I just grabbed one at random so as to get you started so you can look further for yourself. They also have a “SPR PEQ rifle length top rail, part number 05-PEQ-G2-X.

Sounds like you have a flat top AR,,with
round m4/A2 handguards?
 
What you are looking for are typically called "Riser Rails". It'll clamp on top of the upper and give you another 2-3" of rail for more eye relief.
His op seems to be calling for a full length rail covering the top of the receiver and length of the hand guard (that’s how it reads to me, anyway).

But if I’m wrong, a regular riser rail is the best solution. he wants to use normal height rings but also wants to keep the same over all height for the entire length of the rail. Maybe so it will work nicely with his clip on (I’m assuming this part, nothing in his post directly addresses NODs).

Basically this. I have the Aero precision 15" hand guard that goes with their enhanced upper. I would like be able to use 2 piece scope rings that would fit on a bolt gun and then be able to put the same setup on the AR without moving the rings on the scope or using a once piece cantilever. So I would need the rail space in front of the upper on the handguard, also to be able to run a clip on.
