Looking at buying a used Mark 4, 8.5- 25x 50, Mil Dot, got caps on it, seems to be really clean, with medium rings, wants a $1K for it, is that a deal? Secondly, why does a person need/want a Spuhr mount? trying to figure out where that mount fits into the equation. Going on a Barrett M99. Thanks for the replies to this newbie.

I'd buy an Bushnell ET6245FG brand new for $100 less myself. 6-24x50 FFP with glass at least as good as the Mark 4 and a damn good reticle (G2DMR), lifetime warranty.

As for needing a Spuhr, it's about wanting the best. If they are not "the" best they are damn sure close. Precise, rugged, versatile. Expensive, too.
Spuhr makes accessory mounts to add just about anything you would want that bolt right to the scope mount. The included wedge and built in groove to level the scope are pretty handy and nearly foolproof.

Aadland makes some very nice beefy mounts (aadmount.com) for a bit less, and for less yet you can get an AI one piece mount from Mile High Shooting (love those guys) that is very good quality.
