My understanding is that the FFL holder (as the licensee) must sign the FFL to indicate that it is a true and correct copy of the license in order to ship a firearm to that person lawfuully. Is my understanding correct?

no. the only requirement is that you check the ATF web site and confirm that FFL is listed there. the ATF does not really want the FFLs to send copys of their license to anyone other than other FFL holders, but many people don't really understand the requirements, and want to make every effort to do things right.

handguns can only ship FFL to FFL if i recall correctly.

here is a link to the FFL EZ check. https://www.atfonline.gov/fflezcheck/

but if the FFL holder you are sending to is listed on the ATF web site, you are good to send it TO THAT ADDRESS only.
