Right now and for a foreseeable future I only plan on reloading .223.... Would an RCBS partner with a redding competition seater die be a good "permanent" seating press? Just leave the seating die in there and adjust the mic as needed?

I was thinking about doing the same thing but shelled out the extra money on a larger press. I was consered that if I did start shooting something longer that it wouldn't fit. I did start shooting longer rounds (shortly after I bought my press). I don't know if they would or would not fit, but I didn't want to have to buy another press when I did go to another calaber.

I have exactly the setup you mentioned. I *really* like the Partner press because very small differences in seating pressure are readily apparent due to the reduced leverage.

I have been using the same Partner press for over 20 years. I have used it to do up to 375 H&H and other long magnums without any problems.
I spent the money on the Rockchucker press and actually didn't like it, so I sold it. I recently bought another Partner press because the price was waaay too good to pass up.
BTW, I use the cheapie Lee "C" press for seating. It has great feel and I have also had zero problems with it.
I also use an arbor press and in line dies for the half dozen target rifles that I own
