As stated above it will depend on what you can make weight with considering all the parts you put together. That said, you can start with a 30" heavy Palma with a 1:10 and you'll be able to shoot pretty much any bullet you decide to shoot and make weight unless you use a boat anchor for a bipod or you got a stock off of a heavy class BR gun.
My only caveat might be that if you want to shoot light (155s) bullets you may want to look at a slower twist, but the trend in TR is toward heavier bullets. I'm shooting a 1:10 now, I have a spare 1:10 30" blank and my barrels that are on order are 1:10.
You can pick up heavy palma blanks that will finish at 30" in a number of places and not have to wait for a special order. (Krieger quoted me April delivery two weeks ago) Bruno's or Bugholes usually have them. Krieger calls them a #14 and they're pretty easy to find in a 31" blank.
Now, if you can wait, and you get all your parts together and figure out what's left for weight you can order something longer. I've got two 34" blanks on order right now.
