It it possible to rechamber a 338 LM to 338 AI without cutting the barrel back?

All P.O.Ackley type chambers have the head space datum located forward of the parent case's H.S. datum.
You will always have to set pack the parent chamber to get s complete cleanup on the case shoulder.
