Recomendations for basic bolt gun

I'd like to commission a custom bolt gun from either a semi or full custom shop. Something simple that may resemble the new Army's M24 system. Anyone have a good idea. I'd like to spend around $2300 on gun without optics on it. Is that even possible? Should shoot less that .5 Moa at 100-200.

Lots of builders on the hide, spome bigger than others, look around and find one you like. IMO GAPS are great, but you can do very good for less money and time, not saying you can do better, but you can do pretty damn good.
