Reloading by others

I am getting ready to have my first tactical rifle built. The caliber will be eather a 260 or a Creedmore

My smith will develop the right load for the gun.

I travel all the time and do not reload. When I do make it back to the states I spend most of my time shooting.

Question: Can a gunsmith with an FFL load and sell amunition for me or does he need a manufacturing licence? He thought he needed one??

He needs an 06 Type FFL
