Rem 700 SA or LA?

I have been reading the Hide for some time and am now suffering from information overload. I have searched and possibly have missed it. So here is another question from a newbie. I plan on building a rifle but need to know for a 6.5x284, which action 700 SA or LA is the one to begin the build with?

For a hunting rifle using 120 or 140 bullets, the short action is fine. If you want the most velocity for long range target/tactical shooting...you will need the long action. If you put a 139-142 target bullet next to a 6.5-284 case and make the OAL 2.8", you will see just how far the bullet is seated into the case which means powder capacity is diminished.

10 or so years ago GAP built me a 6/284 on a short action. He reworked the magwell and ramp to accept 105g and chamber to match.
It really was a great rifle, miss it now.
Not sure if that would work with the 6.5... but if you go LA, would the std .284 with the better BC 7mm be a way to go ? Just a thought.
