If you have the factory metal bottom on the rifle, you don't want to tighten them to 65 in lbs. It can crack the metal bottom around where the bolt goes into the hole. It may not happen at first, but the stress can crack them.

You should torque them so they are consistent. I have torqued factory metal bottom to 35 in lbs and the rifle was a tack driver. No problems at all.

Factory stock with factory bottom metal spec is 35 to 45 inch pounds. 65 inch pounds with factory bottom metal and you are in danger of splitting it at the screw hole.

I've always done 65 in lb. on mine because that's what H-S recommended. I agree though that the key is consistency. 60 would probably be great.
