Just picked up a Remington 700 chambered in 223 Rem. It is a clip slotted receiver, deep blue finish and jeweled bolt. can you guys tell me a little about this?

is it a good base for a 308 build?

sorry for the terrible pic

To answer your question, you would have to turn out the bolt face for a .308 build. I would venture to guess that you would have an easier time trading it for a more appropriate action, but it definately could be done on your action. If it is an early 6-digit action, you will be able to sell your action and come out ahead buying a different one, or trade for a .308 action and cash...

That receiver would be a good candidate for a .308 build. I would recommend a PTG bolt with a 308 bolt face and you have a few options as far as the type of extractor. It would be a good opportunity to upgrade to a Mini M16 and PTG can supply the bolt with the Mini M16 extractor cut already in the bolt. There would also be a choice of different handles and knobs. The new bolt and a little truing work and you'll be set for a nice build.
