Rifle Scopes Repairing a vintage Weaver K10?

I have an older El Paso Weaver that needs some TLC. I have an idea for one of the fixes, but I do not know how viable it is.

First, are the eye pieces on the Weaver K scopes interchangeable between powers or are they power specific? The eye piece on my K10 has a crack on the interior edge of an interior lens. Can I swap out the eye piece from another K scope?

Second, the ring that is the adjustable objective doesn't want to budge, most likely from fifty or so years of use and crud. What type of solvent can I use to free up the objective ring?

He's had two of my scopes for over a year. Talked to him 3 times over the phone. Each time the story changed a bit. To me he follows the methods of a scammer. Tell people what they want to hear. Phone now goes unanswered, message box is full. Just emailed them to return my property. We'll see.... .
