Resizing to 7-08 questions

So I'm thinking of doing a 7-08 build, but of course I can't find any brass, so a couple of questions:

Size up 260 brass or size down 308?
I can get lapua brass in either size, so which would be better - it seems like sizing up 260 would be a smaller change.

Best Die for resizing?
I use a redding bushing neck sizer for my 308, but that doesn't resize the whole neck, so what type of die would work best for neck sizing up/down.

if you cant find 708 brass then Id go with 308, better to size down than size up IMHO. For my 708 I use gulp, Lee with the new Xpander thingy, or whatever they call it, works very well for me. Otherwise get this, that Ultra Micrometer seater is awesome.
