Rifle Scopes Reticle help

Otay, I have a USO SN3 T-Pal 3.2-17 coming in that I am very stoked about. Got it on a trade with John at USO. So here is my question, what is the Lit PCMOA reticle. I have seen the reticle on his website, and searched it here, but can't make heads or tails of it, I think if I am reading it rightthat each hash mark is a 2 MOA value. I don't know if this will help but it has US #1 1/4 MOA windage and 1/4 MOA EREKS. Go easy on me guys I am new to these fancy reticles, I just learned Mil-dot.

There are larger hashmarks, which are spaced 2 MOA apart. Near the center, the larger hashmarks have small ones in between, which are 1 MOA from the larger ones. Pay attention to the numbers, which are in MOA, and you can figure it out.

I guess where I am getting confused is where it says 1.5 MOA on the Verticle. I see it is a tappered scale starting after the 32 MOA mark on the horizonatal, but the Vertical is still through me for a loop.

That dimension is the measurement of the width of the larger hashmarks - note that there are two arrows by that measurement. There are a lot of dimensions noted in that diagram that you will never need.
