Gunsmithing Rifle Balance

When building a Tactical Rifle do builders consider the balance point of the rifle when building it, like they do when building High End Hunting rifles like Safari Guns? So that the rifle is equally capable of taking an off hand shot if need be. The pointability of the rifle as it were. I heard the "magic" balance point is 5 1/2 inches from the trigger. Anyone care to dive further into this? Opinions....?

Most of my rifles regardless of type balance right about 2" ahead of the front action screw. I like the weight just a bit forward. My SXS shotgun balances right at the pivot pin.
