I’ve been using Keystome Accuracy for barrels and have been very pleased. He also carries Bighorn actions.

Start with your target. Figure out your round. Then desired action and barrel. Then trigger. Chassis/ stock. If you work in this fashion you will get what you are after. If you do not want the leg work, there are people employed to do this for you. They are rampant on this site.
 
Do a lot of reading on the Hide before spending money.

Lots of good options out there & good suppliers. Spend some time here & you’ll be happier then call some of the vendors you see here & you’ll be happier with your rifle in the end.
 
Looking into building a R700 type precision rifle, but have no clue where to look for parts. Where do you get your parts? any particular recommendations?
I would recommend checking out @CaylenW Modern Day Sniper’s online schoolhouse, as they have a circle of components class. Haven’t signed up yet myself, but I plan to as soon as I’m working full time again.
