Me personally I would go with the Stevens/Savage. They can be home gunsmithed easily and for the money they are generally great shooters. Caliber I would pick 7mm-08 Rem, but I am biased, I researched the hell out of the 7mm-08 and am building one right now, think of it this way, better barrel life than the 243 Win, better BC bullets than the 308Win, you are able to go with heavy bullets as you are not able to with the 260Rem. And any of those mentioned caliber quality brass can be made into 7mm-08 brass.

I would go with a Stevens 200 in 7mm-08 and shoot the hell out of it and when you are ready for a new barrel or an upgrade then you can do it all at home.

Is the 7mm-08 a flat shooter?
And is the stocks for the savage 10 like the bell and carlson tactical, would that work for the stevens 200? I have heard that the stevens 200 has the same action and barrel as the savage 10?
i will be using this gun as a build. Stripping the stock, bedding it and everything (forgot to state above)

Not sure on what fits what with the Savage. I know that the action screw spacing varies on some models, but never got into details. Try searching, I have the good search engine linked at home, I will pm it to you tonight, pm

I got the 308 for two reasons - I can get factory match ammo or handload and I can find either very easily. Also I can get assult rifles in the caliber later (been eyeballing both FALs and G3s)

Also the ballistics are well documented on the 308 and it's much easier to get a ballistics chart together as you will have a pretty good idea of how each shoots.

Here is another beauty of the stevens/savage you can switch calibers anytime you want as long as they are the same action. And the barrel swap can be done in 10-15min. So you can have a 308, 243, 223, ect barrel and swap them depending on what you're hunting that day.

If you know you're going to want to end up going with a custom barrel and the B&C stock let me know and I'll help you get the whole package cheaper. I've got 776 in my total rig at the moment with the stock stevens barrel but if I know what I know now I could have gotten the same rig with a shillen custom barrel for 890.
